Concerns the debate on the second reading of the Protection of Offical Information Bill and the opening speech by Richard Shepherd. Includes a lengthy note by Weatherill giving an account of 'an example of disreputable behaviour on the part of the Govt Whips' in which the Whips and the 1922 Committee imposed a three line Whip and so stifled debate on a sensitive issue to avoid a major split in the Conservative Party. Weatherill states 'it is difficult to calculate possible future damage to my reputation'.
